Integrating gender equality in monitoring and evaluation

This guidance note explains why it is important to integrate gender equality1 systematically into monitoring and evaluation processes. It describes ILO’s mandate and policy on gender equality and briefly explains the relationship between gender equality and other human rights by underscoring key related concepts of the ILO’s evaluation strategy and the United Nations Evaluation Group Handbook Integrating Human Rights and Gender Equality in Evaluation – Towards UNEG Guidance. It also addresses the objectives of the institutional gender mainstreaming and gender-responsive analysis efforts as well as the responsibilities for ILO evaluations in alignment with United Nations System-wide Policy on Gender Equality and the Empowerment of Women (UN-SWAP). In light of ILO’s mandate, managers of ILO technical cooperation projects as well as programming and technical staff should be aware of the requirement to mainstream gender in all activities.
